ESCAP capacity-building
Following requests by members and associate members, as well as stakeholders, ESCAP works with Governments and non-government stakeholders in building capacities in the design of evidence-based policies on population and development.
ESCAP also builds capacity on the collection, analysis and dissemination of data and information. Capacity-building includes activities at national, subregional and regional levels, and production of research and training materials.

Highlighted projects
Mainstreaming population ageing into policy frameworks in countries in Asia and the Pacific
ESCAP is implementing a project titled Mainstreaming population ageing into policy frameworks in countries in Asia and the Pacific from 2024 to 2026. The project strengthens government capacity to design evidence-based policies on population ageing. Target countries include countries of North and Central Asia as well as countries neighboring the subregion.

Developing tools to increase digital literacy of older persons
ESCAP implemented a project on “Developing tools to increase digital literacy of older persons” from 2023 to 2025. The project aimed to increase the digital literacy of older women and men for enhanced participation in society and improved access to services and benefits. The target countries were Cambodia, India, Kyrgyzstan, Lao People’s Democratic Republic and Viet Nam. Good practice countries include China, Japan and the Republic of Korea.

Regional integration and cooperation to promote affordable and equitable access to vaccines, diagnostics and therapeutics in the Asia-Pacific region
ESCAP is implementing a project on “Regional integration and cooperation to promote affordable and equitable access to vaccines, diagnostics and therapeutics in the Asia-Pacific region”, from 2023 to 2026. The project aims to This project aims to strengthen the capacity of selected countries in Asia and the Pacific to develop coherent policies and practical strategies for trade, investment and technology transfer to address inequities in the availability of and access to essential medical products (vaccines, diagnostics and therapeutics) through domestic policy reform and regional cooperation mechanisms.

Inclusive and sustainable economic growth in a society for all ages in the post-COVID-19 era in Asia and Latin America and the Caribbean
ESCAP is implementing a project on “Inclusive and sustainable economic growth in a society for all ages in the post-COVID-19 era in Asia and Latin America and the Caribbean” from 2024 to 2027. The project aims to enhance capacity of governments to develop evidence-based, intergenerational policies for inclusive and sustainable economic growth in the context of population ageing.

Designing evidence-based policies on migration in North and Central Asia
ESCAP conducted a project on “Designing evidence-based policies on migration in North and Central Asia”. The target countries included Kazakhstan, Kyrgyzstan, Russian Federation, Tajikistan, and Uzbekistan. The project was implemented from January 2021 to December 2024.

Digital literacy for older persons in Asia and the Pacific
The ESCAP Digital Literacy Toolkit is designed to support older persons and first-time users in Asia and the Pacific in building essential digital skills for everyday life. Developed by ESCAP, the toolkit features a five-episode video series with 21 short sub-episodes, a Learner Guide and a Trainer Guide – all available in multiple languages with International Sign Language integration.
Designing inclusive policies on population ageing using a bottom-up approach
The Asia-Pacific region is experiencing rapid population ageing. Understanding the multi-faceted context of ageing is key to developing responsive, comprehensive and forward-looking policies that promote intergenerational solidarity. Comprising seven modules, this course aims to explain frameworks, tools, processes and good practices relevant to the design of policies on ageing.
The future of work in the context of population ageing in Asia and the Pacific
The course covers three modules, namely: Module 1: ‘Levels, trends and key concepts’; Module 2: ‘Demographic and Labour Market Trends of Ageing Societies in the Context of the Fourth Industrial Revolution’; and Module 3: ‘Ensuring good health and enabling environments, and promoting inclusion and sustainability.
