Explore the critical intersection of population and development

Demographic trends play a central role in all aspects of development

Asia and the Pacific is home to 60 per cent of the world's population. Changes in size, structure and spatial distribution of the population affect all aspects of development and have global implications. Countries within the region are at different stages of the demographic transition: many are rapidly ageing, while others still experience high fertility and population growth - with the share of the youth population expanding. Moreover, migration, both internal and international, remains high.

As documented in the Asia-Pacific Population and Development Report 2023, the region faces interconnected challenges, including unequal access to services, gender inequality, ageing populations, rapid urbanization, migration that is not safe, orderly and regular, environmental degredation, vulnerability to natural disasters and limited access to health, education and jobs.

However, opportunities lie in harnessing the potential of the demographic transition, namely the demographic dividend, strengthening intergenerational relations, improving educational attainment and embracing diversity. The Programme of Action of the International Conference on Population and Development is the key framework for addressing these challenges and maximising the benefits of demographic change.

The Asian and Pacific Population Conference is a statutory organ of ESCAP and convenes every ten years. Pursuant to ESCAP resolution 74 (XXIII) of 17 April 1967, member States have called for regional cooperation in the area of population issues. The Seventh Asian and Pacific Population Conference took place in Bangkok in 2023 and adopted a report of the meeting, including a Chair’s summary.

Adopted in Cairo in 1994, the Programme of Action of the International Conference on Population and Development is the global guiding document on population and development. It places people at the centre of sustainable development and calls for meeting the needs of individuals within the framework of universally recognized human rights. ESCAP, in collaboration with UNFPA conducts regular regional reviews of the Programme of Action in Asia and the Pacific.
