Fifth Asia-Pacific Review and Appraisal of the Madrid International Plan of Action on Ageing

Overview

The implementation of the Madrid International Plan of Action on Ageing (MIPAA), adopted in 2002, is reviewed and appraised at national, regional and global levels every five years.

Pursuant to ECOSOC resolution 2025/8, regional commissions continue to facilitate the fifth review and appraisal of the Madrid International Plan of Action on Ageing (MIPAA).

The Fifth Review and Appraisal process takes place in 2026–2028.

In Asia and the Pacific, the Fifth Review and Appraisal process will consist of: voluntary national surveys of Governments; stakeholder consultations; documentation; and the intergovernmental meeting. More information on this is presented below.

Voluntary National Survey of MIPAA in Asia and the Pacific

The Voluntary National Survey of MIPAA in Asia and the Pacific is a government-led reporting tool designed to inform the region’s review and appraisal of the Madrid International Plan of Action on Ageing, using a cross‑sectoral and participatory approach. The survey is due with ESCAP (escap-sdd@un.org) by 5 October 2026. Countries requesting assistance in completing the survey are invited to contact ESCAP directly.

Engagement with non-government stakeholders on the Fifth Review and Appraisal of MIPAA

In the lead-up and during the Asia-Pacific Fifth Review and Appraisal of MIPAA, ESCAP will engage with non-government stakeholders through a series of briefings and consultations. A concept note on engagement with non-government stakeholders can be accessed here.

Through an open call, a Stakeholder Advisory Group (SAG) on Ageing was formed, representing different non-government stakeholders from across Asia and the Pacific. The SAG is tasked with supporting ESCAP throughout the Fifth Review and Appraisal of MIPAA and beyond.
